Breaking the cycle -effective punishment, rehabilitation and sentencing of offenders

This Green Paper sets out how the Ministry of Justice propose to break the destructive cycle of crime and ensure more offenders make amends to victims and communities for the harm they have caused. This is an exciting programme of reform, and we want everyone to be a part of it. We will draw on the expertise of everyone who can make a contribution, whether they work in the public sector or elsewhere. Ultimately it is local people not central government who know what will work in their area, and we must harness this knowledge for the wider public good.
